The debate between both political parties over the merits of the Patient Protection and Affordable Care Act, also known as Obamacare, has been going on for the better part of four years now with little end in sight.

With the PPACA being passed by Congress in 2010 and upheld by the Supreme Court in 2012, the hope had been that both sides of the aisle would come together to aid in its implementation, but that's been far from the case. We have less than 100 days to go until the state-run health exchanges effectively open for business and consumers become eligible to purchase health insurance through these exchanges, and pessimism in the transformative health care bill is only growing, according to the latest polls from Kaiser Health and Gallup.

Kaiser Health Tracking noted in June that only 35% of the public views the PPACA favorably, which was its lowest reading since October 2011. A more damaging poll on public pessimism was released yesterday by Gallup, which asked a random sample of 2,048 adults how Obamacare would affect their families' health care situation. Of the respondents, just 22% expected an improvement, while nearly double -- 42% -- expected the bill to worsen it. When asked the same question but given the context of the nation as a whole, 47% of respondents expect the PPACA will worsen the health care system. �

Over the past 11 years, the Russell 2000 index (median market  cap of $460 million) has declined in January seven times (64% of the time) and has actually performed worse than the S&P 500 a majority of the time (6 out of 11). The Russell Microcap index (median market cap of $152 million) has only been around for seven Januarys (since 2006) and it has underperformed the S&P 500 in four of those years (a majority of the time). December relative performance has been no better for IWM, which underperformed the S&P 500 a majority of the time over the past 11 years, but IWC has done much better in December, outperforming the S&P 500 in each of its first seven years of existence. Like I said earlier, however, microcap “gains” are suspect.

    From a technical perspective, RWC trended higher here right above some near-term support levels at $3.20 to $3.10 with above-average volume. This stock has been uptrending for the last two months, with shares moving higher from its low of $2.62 to its intraday high of $3.58. During that move, shares of RWC have been making mostly higher lows and higher highs, which is bullish technical price action. That move is quickly pushing shares of RWC within range of triggering a major breakout trade. That trade will hit if RWC manages to take out its 52-week high at $3.74 with high volume.

    Traders should now look for long-biased trades in RWC as long as it's trending above some near-term support levels at $3.20 or its 50-day at $3.10 and then once it sustains a move or close above $3.74 with volume that hits near or above 74,659 shares. If that breakout hits soon, then RWC will set up to enter new 52-week-high territory, which is bullish technical price action. Some possible upside targets off that breakout are $4.50 to $5.
